德国柏林特定历史地段的风貌保护导则

摘　　要：本研究以柏林为例,分析德国针对特定历史地段的风貌保护导则编制中的经验,总结其特点包括:风貌保护的要求被写入《联邦建筑法典》,具有实施保障;依法划定特定政策区,形成针对特定历史地段的城市风貌保护导则研究文本和管理细则,确保风貌保护导则相关成果能够发挥成效。其风貌保护导则的相关成果研究深入、内容明确、指向清晰,具有可操作性,在实现风貌传承从技术指引向管理措施转变方面能够提供可借鉴的经验。Taking Berlin as an example,this paper analyzes the experience in the preparation of townscape protection guidelines for specific historic areas in Germany.Its characteristics could be found.The preparation requirements of townscape protection guidelines are written into the federal construction code,which has the guarantee of implementation.It delimits specific policy historic areas legally and makes research text and management rules for the specific area to ensure the effectiveness of relevant achievements of townscape protection guidelines.The relevant research results of townscape protection guidelines are in-depth,clear in content,clear in direction and operable,which can provide reference experience for realizing the transformation of townscape inheritance from technical guidance to management measures.
