摘　　要：食糖是我国重要的战略农产品之一。2021年上半年,国内食糖生产形势总体良好,在国内市场供需、国际价格等影响下,国内糖价震荡上行;受全球新冠肺炎疫情、国际大宗产品价格波动和全球金融市场震荡等影响,国际糖价整体呈"阶梯式"上涨态势;国内外食糖价差仍然较大,导致进口量额双增长;预计短期内国内糖价将继续保持高位运行,国际糖价将继续呈高位震荡运行态势。同时,我国食糖产业面临比较效益下降、生产成本较高、进口冲击较大等问题,应强化主产区糖料生产扶持、加强食糖进口宏观调控、推动食糖价格形成机制改革,从而推动产业高质量发展。Sugar is one of the important strategic agro-products in China.In the first half of 2021,the domestic sugar production situation was generally well.Under the influence of tight supply and demand expectation in the domestic market and driven by international prices,the sugar price fluctuated upward in China.Well,being affected by the global novel COVID-19,international bulk products’price fluctuations and global financial market shocks,the international sugar price has been step-change upward.The price difference of sugar at home and abroad was still much larger,which resulted in the growth of import quantity and amount.It is expected that the domestic sugar price will remain a relative high level in short-term,and the international sugar will be high and volatile.At the same time,China’s sugar industry is facing problems such as declining comparative benefits,high production costs and great import impacts.We should strengthen supports for sugar production in the main production areas,enhance macro-control of sugar import,and promote the reform of sugar price formation mechanism to promote the high-quality development of the industry.
