印度和孟加拉国两国关系中的费尼河问题--水政治的视角

摘　　要：“水政治”指的是对水资源的权威性分配和使用。在围绕水展开的互动中,涉及对象具有丰富性,行为体具有多样性,所关联的问题具有广泛性。具体到费尼河水政治,涉及对象包括费尼河及其地下水系统。行为体既包括印度、孟加拉国两个国家行为体,也包括两国设立的第三方水资源管理机构,还包括各邦政府、城镇和居民。这些行为体之间相互作用,相互影响,从而促进合作或引发争议。就关联的问题而言,费尼河问题不仅是简单的水量分享,还与生态环境、经贸往来、民众的情感诉求等紧密相关。对费尼河水政治的研究对于全面审视印度和孟加拉国的跨境河流问题具有重要的参考性价值,也有助于全面且深入地认识印孟两国关系。Hydropolitics refers to the authoritative allocation and usage of water resources.In the interaction relating to water resources,the involved objects are rich,the actors are diverse,and the related problems are extensive.The hydropolitics of Feny River involves Feny River and its groundwater system.Actors include not only India and Bangladesh,but also the third-party water resources management agencies set up by the two countries,as well as the state governments,towns and residents.These actors interact with each other to promote cooperation or cause disputes.As far as the related problems are concerned,the Feny river issue is not only a matter of simple water sharing,but also a matter relating to the ecological environment,economic and trade exchanges,and people's emotional demands.The research on the hydropolitics of Feny River is of great reference value for comprehensive examination of the cross-border river issues between India and Bangladesh,and also helps to understand the relationship between India and Bangladesh comprehensively and deeply.
