B&R国家SPS措施对中国出口农产品质量升级影响分析

摘　　要：随着“一带一路”倡议的深入推进,提升出口产品质量是确保经济可持续发展、推动“一带一路”建设高质量发展的关键所在。本文基于需求残差法测度出口农产品质量的基础上,采用前沿距离模型(ABGHP)分析“一带一路”沿线国家(以下简称B&R国家)卫生与植物检疫(SPS)措施对中国农产品出口质量升级的影响。研究结果表明,B&R国家SPS措施升级对中国农产品出口质量升级产生促进作用,尤其是2014—2017年SPS措施在沿线发展中国家得到快速广泛应用,使得沿线发展中国家SPS措施的质量提升作用在该阶段表现得更显著。此外,对于不同出口质量的农产品而言,SPS措施的质量提升幅度不同。相对而言,出口质量处于较低水平的农产品在“熊彼特租金”的激励下,质量提升幅度更明显。因此,农产品出口企业应以遵从B&R国家SPS措施为契机,不断提升出口产品质量水平,增强出口产品竞争力,从而确保对B&R国家农产品出口的稳定性和可持续性。With the deep promotion of the“Belt and Road”initiative,improvement of the quality of export products is the key to ensuring sustainable economic development and to promote the high-quality construction of the“Belt and Road”.Based on the measurement of quality of China’s export agricultural products to B&R countries,this paper analyzes the impacts of B&R countries’SPS measures on quality of China’s export agricultural products by using ABGHP model.The findings of this paper indicate that the SPS measures implemented by B&R countries have positive effects on the quality upgrading of China’s agricultural exports,especially with the rapid increase of using the SPS measures in the developing countries among B&R countries during the period of 2014—2017,the effect of the SPS measures on developing countries is more significant.In addition,for agricultural products with different export qualities,the degree of improvement of export quality caused by SPS measures is different.Relatively speaking,the improvement of agricultural products with low export quality is more obvious under the incentive of“Schumpeter rent”.Therefore,agricultural export enterprises should take the opportunity of complying with the SPS measures,improve the quality level of export products and enhance the competitiveness of export products constantly,so as to ensure the stability and sustainability of agricultural exports to B&R countries.
