摘  要:“微时代”的到来使得舆论传播成为突发事件应对中难以控制的变量,探究“微时代”下政府应急管理面临的挑战与应对策略,可为提高政府舆情治理能力、推进政府应急管理体系现代化提供参考。本文阐释了“微时代”下我国政府应急管理面临日益增强的公众监督力度有待适应、应急处置过程需更加透明、应对措施获得公众认同难度加大、应急管理观念亟待转变和信息处理能力要求更高等新的挑战,并以“长春长生疫苗事件”为例,从突发事件维度、传播环境维度和应急管理维度对事件演化路径进行回顾和分析,继而结合案例分析从决策模式、风险预警、协同联动、危机沟通和监督问责五个方面提出应对策略。In the“micro-era”,public opinion propagation has become an uncontrollable variable in emergency response.Exploring the challenges and strategies of government emergency management in the“micro-era”can provide reference for improving the public opinion governance ability,and promoting the modernization of emergency management system.This paper points out that in the“micro-era”,government emergency management is facing some new challenges,including adapting growing public supervision,developing a more transparent emergency response process,facing more difficulties in public recognition,changing emergency concept and demanding higher information processing capacity.Taking Changchun Changsheng Vaccine Event as an example,this paper analyses the event and its evolution path from dimensions of emergent events,propagation environment and emergency management in order to provide coping strategies from decision mode,risk pre-warning,collaboration,crisis communication and supervision and accountability.
