摘　　要：[目的/意义]梳理开源情报开发利用涉及到的子系统以及影响因素,为开源情报的开发和利用提供理论支撑,从产品的角度出发优化服务体系。[方法/过程]梳理不同文献之中提及的各个影响因素,归纳为人员、环境、制度3个大类,共计包含19个因素。利用系统动力学的方法建立因果关系图和系统流图,对不同因素进行灵敏度测试来分析其对开源情报开发利用的影响,并根据分析结果提出相应的意见和建议。[结果/结论]由因果关系图可知,保密意识、分析能力、特定语种的情报分析人员、信息获取机制4个因素能够间接促进开源情报产品的开发。在开源情报的开发和利用过程中,积极补充相关领域的灰色文献,引导已有成果与目标成果之间的合理比较以确保正确可行的开发和利用方向;加强不同部门之间的协同开发,特别需要加强情报分析人员的培养和再教育,使情报分析人员的能力与技术和分析资料相匹配,能更好地促进开源情报的开发和利用。[Purpose/Significance]This paper combs the subsystems and influencing factors involved in the development and utilization of open source intelligence,provides theoretical support for the development and utilization of open source intelligence,and optimizes the service system from the perspective of products.[Method/Process]Combing the various factors mentioned in different literature,three categories were summarized as following:personnel,environment and system,including a total of 19 factors.Using the method of system dynamics to establish causality diagram and system flow diagram,the sensitivity test of different factors was carried out to analyze their impact on the development and utilization of open source intelligence,and the corresponding opinions and suggestions were put forward according to the analysis results.[Result/Conclusion]It can be seen from the causality diagram that confidentiality awareness,analysis ability,intelligence analysts of specific languages and information acquisition mechanism can indirectly promote the development of open source intelligence products.In the process of development and utilization of open source intelligence,it is necessary to actively supplement the grey literature in relevant fields,and to guide the reasonable comparison between the existing achievements and the target achievements,so as to ensure the correct and feasible development and utilization direction;To strengthen the collaborative development among different departments,it is particularly essential to strengthen the training and re education of intelligence analysts,so that the ability of intelligence analysts can match with the technology and analysis data,which can better promote the development and utilization of open source intelligence.
