历史文化街区消防问题研究——以佛山老城为例

摘　　要：为指导各地积极稳妥实施城市更新行动,防止大拆大建,近日,住房和城乡建设部研究起草了《关于在实施城市更新行动中防止大拆大建问题的通知》。通知提出,在“坚持应留尽留,全力保持城市记忆”方面,要求保留利用既有建筑,保持老城格局尺度,延续城市特色风貌。对此,在符合市场经济规律的背景下,基于以保护历史肌理为底线的规划原则下,本文以佛山旧城的文化商业街区为实践案例研究,提出以“建筑组团”方式划分防火分区,通过多种消防构造设置来满足分区间的建筑消防间距要求,同时对保护建筑进行有效防火隔离,可对街巷的肌理和文物建筑的价值实现最大化的保护。In order to guide all localities to actively and steadily implement urban renewal actions and prevent large-scale demolition and construction,the Ministry of Housing and Urban-Rural Development recently studied and drafted the Notice on Preventing Large-scale Demolition and Construction in the Implementation of Urban Renewal Actions.The notice proposed that in the aspect of"insisting on staying as much as possible and making every effort to maintain the urban memory",which requires to retain and use the existing buildings,maintain the scale of the old city prototype and continue the urban characteristics.In this regard,under the background of conforming to the law of market economy,based on the planning principle of taking the protection of historical townscape as the bottom line,and taking the cultural and commercial blocks in the old city of Foshan as a practical case study,it is proposed to divide fire compartment in the form of"building clusters",meet the requirements of building fire spacing between zones through a variety of fire protection structure settings,and effectively isolate the protected buildings,which can maximize the protection of the prototype of historical streets and alleys as well as the value of cultural relics and buildings.
