环境效率对区域经济竞争力的影响——基于西部地区动态空间面板模型的实证分析

摘　　要：本文利用1994-2016年间的西部地区面板数据,采用包含非期望产出的超效率DEA模型测算西部地区各省份环境效率,建立动态空间计量模型,就环境效率对西部经济竞争力的空间溢出影响效应进行实证分析。研究表明,西部地区环境效率较低,各省份环境效率呈现差异化态势。西部经济竞争力具有明显的空间相关性和路径依赖性;低水平环境效率引致的空间溢出效应对经济竞争力具有显著的抑制作用,环境效率的改善有利于区域经济竞争力的提升。实证结果在采用经济空间权重矩阵,控制经济发展水平、产业结构等一系列因素后依然具有稳健性,在此基础上,本文提出了相应的政策建议。Previous studies only focused on the single effect of environmental efficiency or economic competitiveness,and neglected the spatial effect of environmental efficiency on the regional economic competitiveness.This paper uses the panel data of the western region from 1994 to 2016,adopts the super-efficiency DEA model that including undesired output to calculate the environmental efficiency of various provinces in the western region,establishes a dynamic spatial econometric model,and makes an empirical analysis on the spatial spillover effect of environmental efficiency on the economic competitiveness of the western region.The results show that the environmental efficiency of the western region is low,and the environmental efficiency of each province shows a trend of differentiation.Further research found that the economic competitiveness of the western region has obvious spatial correlation and dependence;the spatial spillover effect caused by environmental efficiency has a significant inhibiting effect on the economic competitiveness of the western region;the improvement of environmental efficiency is beneficial to the promotion of regional economic competitiveness.The empirical results are still stable after adopting the economic space weight matrix to control a series of factors such as the level of economic development and industrial structure.Based on the above analysis,this paper puts forward corresponding policy recommendations.
