摘 要:基于2010—2019年安徽省市级面板数据,运用数据包络分析法测算安徽省科技创新效率和全要素生产率,进而运用Tobit模型探究安徽省科技创新的优化路径。结果表明:安徽省科技创新效率整体呈波动上升趋势,但各地级市科技创新效率差异明显,工业化水平、金融市场发展水平、外资利用水平和政府支持程度对安徽省科技创新有着显著的影响,城镇化水平影响不显著。最后,提出了培养高素质人才、完善科技创新体系、强化企业创新主体地位等建议。Based on the panel data of Anhui Province from 2010 to 2019,this paper uses the data envelopment analysis method to measure the efficiency and total factor productivity of science and technology innovation in Anhui Province,and then uses Tobit model to explore its optimization.The results show that:the overall efficiency of science and technology innovation in Anhui Province is on the rise,but there are obvious differences between prefecture level cities;the level of industrialization,financial market development,and foreign capital utilization and the degree of government support have a significant impact on science and technology innovation in Anhui Province;the level of urbanization has no significant impact.Such suggestions are put forward as cultivating high-quality talents,improving the system of scientific and technological innovation,and strengthening the dominant position of enterprise innovation in the end.
