摘　　要：基于政府采购领域的信用记录这一统计数据,采用内容分析法剖析了政府采购中企业失信行为的现状以及规范策略。研究发现,政府采购中企业的失信行为以提供虚假材料和串通投标为主,处罚方式呈现出"罚款+列入名单+限制参加"的多元处罚方式组合倾向。同时,处罚力度间的不匹配、处罚结果不明晰以及信息公开不及时等问题需要进一步完善。因此,在制度建设上,需要完善制度体系并提高制度的可执行性;在政府执行力上,需要加强政府部门对法律制度的落实执行;在信息公开上,需要增强信息公开的精细化和及时性;在道德自律上,需要培养信用主体的道德规范和诚信意识。Based on the statistical data of credit records in the field of government procurement, the article uses content analysis to analyze the current situation of untrustworthy behaviors in the field of government procurement and standard strategies.The study found that the untrustworthy behavior of enterprises in government procurement is mainly based on providing false materials and colluding bidding, and the punishment method presents a tendency of a combination of multiple punishment methods of “fine” plus “list” plus “restricted participation”. At the same time, The problems such as the mismatch of punishment intensity, unclear punishment result and untimely information disclosure need to be further improved. Therefore, in terms of system construction, it is necessary to improve the system and improve the enforceability of the system;in terms of government execution, it is necessary to strengthen the implementation and execution of the legal system by government departments;in terms of information disclosure, it is necessary to enhance the refinement and timeliness of information disclosure;in terms of moral self-discipline, it is necessary to cultivate the ethics and integrity awareness of credit subjects.
