摘　　要：政府购买社会组织服务促使政府与社会组织共强,但合作共强需要具备三层次条件。第一层次是逻辑条件,从逻辑起点角度阐述政府与社会组织合作的动力与意愿;第二层次是外部宏观条件,从外部环境因素角度阐述政府与社会组织为什么能够合作共强,即需要具备哪些外部客观条件;第三层次是内部运作条件,从微观运作角度阐明政府与社会组织为什么能够合作共强,即需要具备哪些内部条件。对于政府与社会组织合作共强而言,三层次条件缺一不可,逻辑条件是合作共强的基础与起点,外部宏观条件与内部运作条件分别从外部和内部两个不同角度作用于政府与社会组织的合作,促进或制约两者合作共强。Government procurement of services from the social organizations can promote the government and social organizations strong together, but the co-prosperity by cooperation requires three-tier conditions. Firstly, the logical condition: the paper will explain the co-prosperity by cooperation between the government and social organizations from logical starting point;Secondly,external environmental conditions: the paper will explain the reasons why the government and social organizations can be strong together by cooperation from the perspective of external environmental conditions;and thirdly, the internal operation conditions, the paper will explain why the government and social organizations can be strong together by cooperation from the perspective of micro-operation. The three-level conditions are indispensable which impact cooperation of the government and social organizations from different angles and promote the two to be strong together by cooperation.
