摘　　要：针对国内外尚无统一的完整性管理效能评价相关规范的现状,提出了一种针对油田区域特点的集输管道效能评价指标体系。在此指标体系下,分别采用层次分析法和数据包络分析法对5个试点方案进行了定量的效能评价分析。基于以结果为导向的效能评价体系,能够科学地、客观地反映油田区域管道完整性管理效能现状,提出针对性建议,提高管道管理质量。结果显示,DEA侧重于指标客观定量的效能评价,而AHP更侧重于指标主观定性的效能评价。根据指标项值选取合适的效能评价方法对油气田管道管理及生产效率的提升具有重要意义。In view of the current situation that there is no related standards of unified integrity management effectiveness evaluation at home and abroad,an effectiveness evaluation index system for gathering and transportation pipeline based on the regional characteristics of oilfields is proposed in the paper.Under this index system,the five pilot schemes are with the quantitatively effectiveness evaluation and analysis by analytic hierarchy process(AHP)and data envelopment analysis(DEA).The current situation of integrity management effectiveness for pipeline in the oilfield area can be scientifically and objectively reflected based on the result-oriented effectiveness evaluation system as well as the targeted suggestions are put forward to improve the quality of pipeline management.The results show that DEA focuses on the objective and quantitative effectiveness evaluation of indicators,while AHP focuses more on the subjective and qualitative effectiveness evaluation of indicators.It is of great significance to select appropriate effectiveness evaluation method based on the value of index for pipeline management and hint of production efficiency of oil and gas field.
