“债务视角”看非洲“可持续发展议程”融资困境——兼论“一带一路”对非洲发展支持  

Financing Dilemma about Sub-Saharan Africa SDGs from the Perspective of Debt: Concurrent Discussion on China’s Support for Africa

摘　　要：通过融资合作促进发展中国家发展是联合国实现全球可持续发展议题的重要手段。国际融资合作必然体现为负债发展。债务投向反映非洲的发展方向,债务解决方式反映国际社会对非洲负债发展的认识差异。历史地考察非洲的负债发展表明近年来国际融资合作对非洲快速发展起到了积极作用。当前国际金融机构以"风控"角度看待非洲的债务形势并不能客观反映非洲负债发展的成效,也不反映非洲负债发展"不可持续"的现实。个别国家以"政治议题"施压非洲的融资合作,正恶化非洲的融资合作国际环境,不利于非洲的"2030可持续发展议程"的实现。"一带一路"合作为非洲解决融资瓶颈做出了积极贡献。为了非洲实现可持续发展目标,国际社会应该积极营造有利于非洲融资发展的环境。Financing cooperation for the development of developing countries, as an important means of achieving UN SDGs, is embodied in debt-dvelopment. Africa debt inflows reflect the direction of development and the way to deal with debt reflects the difference of international partners’ understandings about the Africa’s development on debt. The review of Africa’s debt-development shows that international financing cooperation has played a positive role in Africa’s rapid development in recent years. The conception about Africa Debt Unsustainable cannot objectively reflect the effectiveness of Africa debt-development, nor the reality there. Under the pressure by individual countries with “Politicization” on China-Africa cooperation, the international environment for African financing is deteriorating, which is not conducive for Africa to get the SDGs. China-Africa cooperation under the Belt and Road initiative has made a great contribution to African development. For Africa SDGs, the international community should actively create a sound environment for African debt development.
