社会动员、政府公信力与政策遵从:风险社会韧性治理的合作逻辑

摘　　要：风险社会韧性治理是国家、社会与公民合作行动的目标与结果,其本质特征是手段―目的的一致,国家机制―社会机制的互嵌及时空流变―稳定性的均衡。政府公信力从组织结构自内而外确立了社会信任与认同的基础,社会动员从社会机体底层生成了信任和社会资本,政策遵从则从公民个体自动自发地蕴积信任与能动性。三者共同发生作用建构起风险社会韧性治理的合作性框架。为了使社会治理的韧性增强,可以采用网格、社会关系网络、互联网“三网合一”社会动员方式,整合多样化社会力量,增强社会韧性的黏度;通过信息、信心、信誉和信任“四信机制”重构政府公信力,改变合作治理的主观意愿,升高社会韧性的温度;通过信息沟通与意见沟通“两维沟通模式”激励政策遵从,强化主体间协同,延展社会韧性的广度。Resilient governance in risk society is the goal and result of the cooperative actions of the state,society and citizens.Its essential characteristics are the consistency of means and ends,the interembedding of state mechanism and social mechanism,and the balance of temporal and spatial change and stability.The credibility of government establishes the foundation of social trust and identity from the inside of the organizational structure,social mobilization generates trust and social capital from the bottom of the social organism,and policy compliance accumulates trust and initiative from individual citizens spontaneously.The three factors work together to construct the cooperative framework of resilient governance in risk society.In order to enhance the resilience of social governance,“triple-play”social mobilization mode,including grid,social relationship network and internet,can be adopted to integrate diversified social forces and enhance the viscosity of social resilience;information,confidence,reputation and trust mechanism can reconstruct government credibility,change the subjective will of cooperative governance,and increase the temperature of social resilience;the“two-dimensional communication mode”of information communication and opinion communication can encourage policy compliance,strengthen inter-subject coordination,and extend the breadth of social resilience.
