基于属性理论的西部地区高速公路后评价

摘　　要：为了科学、有效地总结西部地区已投入运营的高速公路项目的经验教训,提高西部地区高速公路项目管理水平,基于属性理论建立了西部地区高速公路后评价模型。首先,从过程评价、投资与效益评价、影响评价、目标持续性评价4个方面构建了西部地区高速公路后评价指标体系。属性理论的运用,能将定量因素和定性因素有机结合起来进行评价,运用属性理论建立了后评价模型。最后,将该公路后评价模型应用于甘肃省某高速公路项目,并通过获取的各项基本参数,对案例公路进行了后评价分析。研究结果表明,该项目实施与运营效果良好。针对于这一评价效果,对案例项目的经验教训进行了总结,提出了关于西部地区高速公路项目发展的针对性建议。In order to scientifically and efectively sum up the experience and lessons of the expressway projects in operation in the western region and improve the management level of the expressway projects in the western region,the post-evaluation model for the expressways in the western region was established based on the attribute theory.First of all,the post-evaluation index system for the expressways in the western region was constructed from the 4 aspects of process evaluation,investment and benefit evaluation,impact evaluation and objective sustainability evaluation.The use of the attribute theory can make the post-evaluation adopt the way of combining quantitative factors with qualitative factors.Finally,the post-evaluation model of the expressway was applied to a expressway project in Gansu Province,and conducted the post-evaluation analysis of the case expressway.The results showed that the implementation and operation of the project were good.In view of the evaluation effect,the experience and lessons of the case project are summarized,and some suggestions on the development of the highway project in the western region were put forward.
