摘　　要：新冠肺炎疫情、极端天气等对全球粮食产业链供应链产生较大冲击,全球粮食安全形势不容乐观,呈现高产量、高库存、高价格、高贸易量、高成本等特征,面临较多不确定性,对我国粮食进口、价格等产生一定输入性传导影响。我国粮食安全形势总体稳定,但仍需坚持长短结合,积极应对短期可能的冲击挑战,更要面向到2035年基本实现社会主义现代化战略目标,聚焦市场化改革,完善收储制度和粮食价格形成机制;聚焦重点区域,高度重视并积极应对区域性粮食安全风险;聚焦关键主体,推进种粮主体结构有序转换;统筹国际国内,千方百计扩大外部粮源获取能力。要提高粮食供给的稳定性、可靠性、可持续性,牢牢握住粮食安全主动权,构建与现代化目标相匹配的国家粮食安全保障体系。The COVID-19 and extreme weather have a significant impact on the global food industry chain and supply chain. The global food security situation is not optimistic,which show abnormal phenomena such as high production,high inventory,high price,high trade volume and high cost. It faces more uncertainties and has certain import transmission influence on food import and price of China. The food security situation of China is stable,but it is still necessary to adhere to the combination of short-term and long-term view. China should actively respond to possible short-term shocks and challenges,and more importantly,face the strategic goal of basically realizing the socialist modernization by 2035,focus on market-oriented reforms,and improve the purchasing and storage system and the grain price formation mechanism. We should also focus on key areas,attach great importance to and actively respond to regional food security risks;focus on key subjects and promote the orderly transformation of the main structure of grain growing;make overall plans for international and domestic purposes,and do everything possible to expand the ability to obtain external grain sources. We should improve the stability,reliability,and sustainability of food supply,firmly hold the initiative in food security,and build a national food security guarantee system that matches the modernization goals.
