空间与效能:乡村治理中的农民政治参与影响因素探析——基于福建D村与四川X村的对比研究

摘　　要：政治参与是普通民众自愿通过各种合法方式参与政府活动、影响政府行为的政治活动,政治参与的程度和范围是评估基层民主质量的重要标准。农民政治参与主要受客观空间维度与主观效能维度的影响,进而建立“空间-效能”分析框架,“空间”与“效能”两个变量彼此交叉,将农民政治参与划分为“有效参与”“非正式参与”“无参与”“虚假参与”四种模式。借助该分析框架,考察福建D村与四川X村农民政治参与情况,实证检验发现,福建D村由“虚假参与”转为“有效参与”,而四川X村长期处于“无参与”状态。由此得出结论:空间是政治参与开展的先决条件,效能是政治参与质量的必要保证,农民政治参与程度能够动态调整。Political participation is a kind of political activities in which ordinary people voluntarily participate in government activities and influence government behaviors through various legal methods.The degree and scope of political participation are important criteria for evaluating the quality of grassroots democracy.This paper believes that farmers'political participation is mainly affected by the dimensions of objective space and subjective efficacy,and then establishes a"space-efficiency"analysis framework.The two variables of"space"and"efficiency"intersect each other,dividing farmers'political participation into four modes,namely"effective participation","informal participation","non-participation"and"false participation".At the same time,with the help of this analytical framework,field investigations on the political participation of farmers in Fujian D Village and Sichuan X Village,empirical tests found that Fujian D Village has changed from"false participation"to"effective participation",while Sichuan X Village has been stuck in"non-participation"for a long time.state.It is concluded that space is a prerequisite for the development of political participation,efficacy is a necessary guarantee for the quality of political participation,and the degree of farmers'political participation can be dynamically adjusted.
