摘 要:为了应对日益严峻的能源形势和气候变化,削减全球碳排放已经成为世界各国的普遍共识。在碳中和重要发展目标及能源结构转型的驱动下,电能的清洁化替代趋势将愈加显著,配电系统在促进新能源消纳和用户碳减排等方面发挥重要作用的同时,也将面临新的挑战。围绕碳排放约束下的智能配电网规划问题,首先分析了低碳化智能配电网的发展特征,然后从新要素、新路径和新形态等多方面阐述了与传统配电网规划思路的区别,为此提出了“碳中和区”的概念,并提出低碳微生态配置方案和碳中和能力评估方法。进而,探讨了多尺度时空动态演化下智能配电网规划的若干关键问题。最后,针对碳排放约束影响下智能配电网规划的未来研究方向和应用场景进行了展望。To address the increasingly severe energy crisis and climate change,reducing global carbon emission has become a global consensus around the world.Driven by the urgent requirements of carbon neutrality goal and energy transition,the trend of cleaner replacement of electric energy will become more and more significant.While the distribution system plays an important role in promoting accommodation of renewable energy and reduction of users'carbon emission,it will also face new challenges.This paper focuses on the planning problems of smart distribution networks with carbon emission constraints.First,the development characteristics of low-carbon smart distribution networks are analyzed.Then,the comparisons with traditional distribution network planning are elaborated from the perspectives of new elements,new paths and new forms.The concept of“carbon neutrality zone”is proposed,in which the configuration scheme of low-carbon microecology and the evaluation method of carbon neutrality capability are established.Furthermore,several key issues of smart distribution network planning under multi-scale spatio-temporal dynamic evolution are discussed.Finally,the future research areas and application scenarios of smart distribution network planning with the influence of carbon emission constraints are prospected.
