国家级特区高等教育与经济社会协同发展研究--基于深圳、浦东经验的雄安新区高等教育规划

摘　　要：在国家级特区规划建设与经济社会协同发展的现代化高等教育体系意义重大。深圳经济特区和上海浦东新区从要素驱动到创新驱动的产业发展、从起步区到扩容区的空间布局、从政策辅助发展到内生创新发展的时间阶段,对高等教育宏观结构、办学模式和功能作用产生了直接影响。二者的实践探索表明,高等教育宏观结构应当与特区产业发展的结构性、层次性相匹配,办学模式应当与特区空间布局的协同性、前瞻性相耦合,功能作用应当与特区时间维度的阶段性、约束性相吻合。创办与经济社会协同发展的雄安新区高等教育,必须根据高端高新产业发展与创新驱动发展战略实施需求,确定高等教育宏观结构;有机结合“有效市场”和“有为政府”,采取多元办学方式建设位于不同区位的高等教育;统筹协调“增量存量”和“疏解控制”,确定适应不同阶段发展特点的高等教育建设方式。It is of great significance to plan and build a modern higher education system with coordinated economic and social development in national special zones.The industrial development of Shenzhen Special Economic Zone and Pudong New Area from factor driven to innovation driven,the spatial layout from starting area to capacity expansion area,and the time stage from policy assisted development to endogenous innovative development have had a direct impact on the macro structure,school running mode and function of higher education.The practical exploration of the two shows that the macro structure of higher education should match the structure and hierarchy of the industrial development of the special zone,the school running mode should be coupled with the synergy and foresight of the spatial layout of the special zone,and the functional role should be consistent with the phased and restrictive nature of the time dimension of the special zone.To establish higher education in Xiong’an New Area with coordinated economic and social development,we must determine the macro structure of higher education according to the implementation needs of high-tech industry development and innovation driven development strategy,organically combine“effective market”and“promising government”,and adopt diversified school running methods to build higher education in different locations,and coordinate the“incremental stock”and“ease control”and determine the construction mode of higher education to adapt to the development characteristics of different stages.
