流动人口参加基本医保的现状、问题及对策--基于北上广三市的考察

摘　　要：本文以北上广三个一线城市为例,考察了流动人口参加本地基本医保的情况,结果发现,流动人口基本医保未参保率高于全国平均水平,且具有低收入、低学历、未签订劳动合同以及老年等特征的流动人口本地基本医保参保率相对更低。文章提出了分类解决流动人口在流入地享受基本医保待遇的对策。Taking the three fi rst tier cities of Beijing,Shanghai and Guangzhou as an example,this paper investigates the participation of the fl oating population in the local basic medical insurance.The results show that the uninsured rate of the fl oating population in the basic medical insurance is higher than the national average,and the local basic medical insurance participation rate of the fl oating population with the characteristics of low income,low education,no labor contract and old age is relatively lower.This paper puts forward the countermeasures to solve the problem of migrant population participating basic medical insurance treatment in the infl ow areas.
