摘 要:为提高航天发射技术操作安全风险防控工作的科学性和有效性,基于工程实践成果,应用安全工程和风险管理基本理论方法,构建了航天发射技术操作安全风险防控模型。该模型融合全面风险管理、持续和动态风险管理等方法,基于危险源本质讨论航天发射技术操作危险源辨识,基于航天发射技术操作特点论述风险评估,基于风险控制、应急响应和隐患排除与治理等机理论证航天发射技术操作安全风险防控方法。经工程实践证明,该模型对航天发射技术操作安全风险防控工作具有一定的理论方法指导作用。In order to improve the scientificalness and effectiveness of the technology operational safety risk prevention and control of space launch,based on the achievements of engineering practice,the basic theoretical methods of safety engineering and risk management have been applied to construct a space launch technology operational safety risk prevention and control model.The model integrates methods such as comprehensive risk management,continuous and dynamic risk management,and leadership.Based on the nature of hazards,it discusses the identification of hazards.In terms of the characteristics of space launch technology operations,it discusses risk assessment.Based on risk control,emergency response and hidden hazard investigation,the paper discusses risk prevention and control method for the technology operation safety of the spacecraft launch.The model has been proved by engineering practice and has a strong theoretical and methodological guiding role in the prevention and control of technology operational safety risks of spacecraft launch.
