近15年来新疆国际旅游产业结构分析及对策建议

摘　　要：以统计数据为基础,运用偏离—份额分析法对2001年~2008年、2008年~2015年两个时段的新疆国际旅游产业结构的结构效益进行了对比分析,得出以下结论:游览、市内交通由结构效益较优,竞争力处于劣势,转为结构效益较差,竞争力处于优势;长途交通、住宿、娱乐、其他服务由竞争力处于劣势转为竞争力处于优势,但两个时段结构效益均较差;邮电通信由结构效益相对较差转为结构效益较优,但两个时段竞争力均处于优势;商品销售没有发生变化,仍是结构效益较优且竞争力处于劣势;餐饮没有发生变化仍是结构效益较差,竞争力处于优势.全国国际旅游业的平均发展速度低于新疆,新疆大部分产业部门竞争能力有所增强,但其国际旅游产业结构对于经济的贡献有所下降,以此为基础,提出了相应的对策及建议.On the basis of the statistica1 data,the structure of the internationa1 tourism industry from 2001 to 2008 and from 2008 to 2015 in Xinjiang was analyzed by using shift-share method( SSM). The results were followed: during the period from 2001 to 2008 to 2015,Visiting,Local transportation by the structure benefit was superior,the competitive power was inferior,which turned to the structural benefit was inferior,the competitive power was in the superiority. Long-distance transportation,accommodation,entertainment and other services changed from being inferior in competitiveness to being superior in competitiveness,but the structural benefits of the two periods were poor. Post and communication services changed from relatively poor structural benefits to better structural benefits,but the two periods,competitiveness was in an advantage. Commodity sales didn ’t change. They still had better structural efficiency and inferior competitiveness. The catering didn’t change,but its structural efficiency was relatively poor and its competitiveness was in an advantageous position. The latter stage was compared with the previous stage. The development speed of international tourism industry in Xinjiang was higher than the national average level,and the competitiveness of most of Xinjiang’s industrial sectors was enhanced,but the contribution of international tourism industry structure to the economy declined in Xinjiang.Based on this,the suggestions and countermeasures for adjusting and optimizing Xinjiang’s international tourism industry structure were put forward.
