摘　　要：面向特定人员(限制高消费失信人员、网络追逃人员)非法销售机票的犯罪,已经成为当前跨区域网络犯罪态势下公安机关所面临的日益突出的新问题,其业已形成成熟的黑色产业链D此类犯罪是互联网犯罪在民航业务领域内的延展,其形式的出现严重侵害了市场经营秩序和司法公正。公安机关必须高度重视,上下联动,专项打击,维护好民航系统的健康经营秩序,守护好公平正义的司法运行体系。The crime of illegally selling air tickets to specific people(restricting high-spending and untrustworthy personnel,online chasers)has become a new problem of cross-regional cyber crime faced by public security agencies,and a mature black industry chain has been formed.This type of crime is an extension of Internet crime in the civil aviation business,which has seriously violated the order of market operations and judicial justice.The public security organs must raise awareness,cooperate,and conduct special strikes to maintain the good operating order of the civil aviation system and guard the fair and just judicial operation system.
