药品带量采购背景下配送企业评价管理体系的建立与评估

摘　　要：目的:研究带量采购背景下配送企业的配送工作,进一步提升配送质量。方法:建立有关带量采购业务的配送企业评价管理体系,将药品供应过程中的采购前评价、配送工程、退货处理、质量评价等环节纳入考核范围,对参与带量采购的9家配送企业表现进行打分。结果:评价管理体系全面要求了带量采购品种配送的规范性,9家配送企业第一季度扣分平均在2.1分,在进行评价干预后,第二季度之后扣分减少至0.3分,配送服务质量有明显进步(P<0.05)。结论:带量采购背景下对于配送企业管理尤为重要,配送企业评价管理体系的建立有利于配送服务的提升,同时能保障药品供应质量。OBJECTIVE To explore the delivery of distribution enterprises under the background of volume-based procurement policy and further improve the quality of distribution.METHODS The evaluation management system of distribution enterprises with quantity purchasing was established.And the evaluations of pre-purchase,distribution project,return handling,quality evaluation and other links during drug supply were included.And the performance of 9 distribution enterprises participating in volume-based procurement was scored.RESULTS The evaluation management system fully required the standardization of purchasing varieties with quantity distribution.The average deduction points of 9 distribution enterprises in the first quarter were 2.1 points.After valuation intervention,deduction points declined to0.3 points after the second quarter,indicating significant progress in distribution services(P<0.05).CONCLUSION Under the background of volume-based procurement policy,it is particularly important for a proper management of distribution enterprises.The establishment of evaluation management system of distribution enterprises is conducive to the improvement of distribution services and guarantees the quality of drug supply.
