摘　　要：议题是引导和推动国际事务的核心内容,议题的设置反映出国家及政党的综合实力。政党外交作为中国总体外交的重要组成部分,其议题变化反映着中国国际地位及中国共产党执政能力的变化。中国共产党不断探索创新多边政党外交模式,积极开展多边政党交往并取得显著成就。新中国成立至今,我国多边政党外交议题也因时而变,议题重心转移,从注重政治对话延伸到经贸文化;议题功能性凸显,聚焦务实性问题;国际角色转变,主动塑造议题等。百年未有之大变局中出现全球治理赤字、政党外交治理需求增强、中国共产党执政能力提升是我国多边政党外交议题变化的主要原因。主动设置议题、巧妙宣传议题、聚焦内外联动议题是开创我国多边政党外交新局面的重要举措。Issues are at the core of guiding and promoting international affairs,and the issue-setting reflects the comprehensive power of nations and political parties.Political party diplomacy is an important part of China’s overall diplomacy,and the changes in its issues reflect the changes in China’s international status and the Chinese Communist Party’s governance capacity.The Communist Party of China has constantly explored and innovated the model of multilateral political party diplomacy,actively carried out multilateral political party interaction and has made remarkable achievements.Since the founding of the People’s Republic of China,issues of Chinese multilateral party diplomacy have also changed over time.The focus of the issues has shifted from political dialogue to economic and trade culture.Issues have become more functional,pragmatic and shaped actively because of changed international role of China.The emergence of a global governance deficit in a period of major change that’s rarely seen in a century,the increasing demand for political party diplomatic governance,and the enhancement of the capacity of CPC to govern are the main reasons for the changes in issues of Chinese multilateral political party diplomacy.Setting issues actively,propagating issues skillfully,and focusing on internal and external linkage issues are important measures to create a new situation for Chinese multilateral political party diplomacy.
