摘　　要：高校地方研究院是政产学研合作的重要平台。通过对浙江省属高校地方研究院的调研,发现其发挥着弥补名院大所科创服务短板、搭建草根科技团队创新平台、实现"24小时"全天候科技服务等现实功能。但也存在承担许多非主责和非主业职能、管理政策缺乏科学性和延续性、孵化企业和项目的管理机制不够健全、科研人员面临束缚多和激励难等问题,进而从分类分层引导建设、加大扶持力度、推广成功经验、搭建产学研信息交流平台等方面提出了发展策略。Local research institutes of universities are important platforms for cooperation between government,industry,university and research.Through the investigation of the local research institutes of universities in Zhejiang Province,it is found that the institutes are located locally and disseminated nationally,which means it plays a significant role in making up for the lack of localR&D services offered by famous public research organizations and realizing 7*24 consultation and remote R&D service delivery by out-of-town universities.However,there are also many problems which including conflicts between main responsibilities and non-nrain functions,lack of continuous political supports,defects in function of the.high-technology business incubator and projects management,and difficulties in motivating the researchers.So,the authors propose some suggestions,such as guiding the development of different institutes in accordance with their characteristics,increasing supports,promoting successful experience,and building industry-university-research information exchange platforms,and so on.
