地方高校“十四五”发展规划编制的理论体系与技术路线

摘　　要：“十四五”时期,是地方高校全面提升办学水平,实现高质量发展的重要时期。全面梳理我国高校发展规划研究理论,整合高质量发展理论、高等教育体系理论、战略规划理论等,提出“十四五”时期我国地方高校发展规划编制的理论体系,即确立内涵发展、特色发展、创新发展、持续发展四大理念,围绕教学管理、科研管理、人才引育、国际交流、服务保障、党的建设六大主线,整合教育系统、管理系统、支撑系统、建设系统四大系统以及“四级三类”规划编制体系进行统筹管理。同步构建地方高校“十四五”发展规划编制与实施的技术路线。The“14th Five-Year Plan”period is an important period for local universities to comprehensively upgrade their school-running levels and achieve high-quality development.This paper,after comprehensively analyzing the theoretical research on the development planning of Chinese universities,and integrating high-quality development theory,higher education system theory,and strategic planning theory,puts forward a theoretical framework of the development planning of local colleges and universities in my country during the“14th Five-Year Plan”.In this framework,four concepts of connotative development,characteristic development,innovative development,and sustainable development are established,and with the six major concepts of teaching management,scientific research management,talent introduction,international exchange,service guarantee,and party building,the four major systems,namely the education system,the management system,the support system,and the construction system,together with the“four levels and three types”planning system are integrated.The final aim is to constructs both the development and planning of local colleges and universities and technical route for implementation at the same time.
