摘　　要：透过2021年全球创新指数,欧美学者从全球视角提出中国创新体系虽日益强大但还存在知识产权文化环境、科学技术工程与数学(STEM)人才管理体系、高等教育国际化、国际化监管体系等可称为阿喀琉斯之踵的一些致命缺陷。文章在剖析了这些阿喀琉斯之踵的演化、原因和影响因素后,提出铸造帕里斯利箭以破除中国创新体系阿喀琉斯之踵的相关建议。Through the latest 2021global innovation index,scholars in Europe and the United States point out from a global perspective that although China’s innovation system is becoming stronger and stronger,there are still some fatal defects,such as intellectual prop⁃erty cultural environment,science,technology,engineering and mathematics(STEM)talent management system,internationalization of higher education,and international regulatory system,which can be called Achilles heel After analyzing the evolution,causes and in⁃fluencing factors of these Achilles Heel,this paper puts forward some policy suggestions on casting Paris sharp arrow to break the Achilles'heel of China's innovation system.
