“印太”时代的印美对华政策分析

摘　　要：在"印太"时代,印美两国已经表现出升级合作以联合应对中国的政治意愿,双方不断协调战略行动,包括联合制衡中国的影响力、共同应对"一带一路"、扩大军事领域合作、扩展在印度洋事务领域的合作等。印美关系的调整和强化将对"印太"地区的国际关系产生巨大和深远的影响,推动地区国际关系的重组。当然,印美之间也存在战略分歧,双方在"印太"的范围、战略原则、应对"一带一路"政策等方面都表现出不一致。总体来看,未来印美两国关系还将向深度和广度发展,印美将在外交上加大协调力度,在经济上加强基础设施和互联互通方面的合作,在军事上提升合作级别、扩大军事演习的规模,在海洋事务上加大合作力度,印美间未来很可能构建非正式同盟。当然印美间存在的战略分歧也决定了双方未来不可能建立正式的军事同盟,双方有各自的国家利益和战略优先事务。鉴于印美关系在很大程度上有针对中国的一面,中国应密切关注并采取相应对策,以有效维护本国战略利益,减少印美关系强化对中国周边安全和"一带一路"倡议推进的负面影响。The advent of the Indo-Pacific era provides a huge opportunity for the advancement of India-US relations.The convergence of strategic interests between the two countries has been increasing.India and the US have shown their political will to upgrade cooperation and jointly respond to China.The two sides continue to coordinate strategic actions,including balancing China's influence jointly,responding to the “Belt and Road”,expanding military cooperation and strengthening cooperation in the field of Indian Ocean affairs.The adjustment and strengthening of India-US relations will have a huge and far-reaching impact and promote the reorganization of regional international relations.Of course,there are also strategic differences between India and the United States,both sides have shown inconsistencies on the part of strategic principles and the Belt and Road Initiative.On the whole,the relationship between the two countries will also develop in depth and breadth,increasing policy coordination and building an informal alignment.However,the strategic differences between the two sides make it impossible to establish a formal alliance.Both parties have their own national interests and priorities.
