边境治理中的戍边文化资源发掘与运用

摘　　要：作为国家疆域最边缘的区域,边境有着不同于中心的特殊性问题,这些复杂且事关国家总体安全的问题解决有赖于资金、设施、制度等物质性资源投入,也需要文化等精神性资源的运用。以戍边为主要内容的戍边文化作为精神性资源的一种,广泛存在于历史和现实之中,是激励党、政、军、警主导性治边力量克服一切困难履职尽责的精神动力,也是驱动边民自觉主动参与边境治理的心理机制。同时,戍边文化中还蕴藏了可以借鉴、吸收或运用的治边机制要素。基于这一背景,广泛深入挖掘边境区域的戍边文化,创造性运用于边境安全治理中,具有重要的意义。当前,亟需遵循为边境治理服务的导向,将分散在社会中没有得到重视的各种有利于边境稳定、发展、繁荣的传统文化进行收集、整理、提炼、宣传,注入时代精神,赋予治边价值,凸显社会影响,构建起符合新形势、能够解决新问题的新型戍边文化。Being the most marginal area,border areas,different from the central areas exists unique issues which are complicated and concerned with the whole nation’s security,requiring physical resources,such as capital,facilities and policies,and spiritual resources like culture.The garrison culture,meaning garrison the frontiers or border region and being a type of spiritual resources,has been ubiquitous in history and the current society,which is a spiritual impetus for the Party,government,military and police to overcome all difficulties in executing duties and responsibilities as well as a mental mechanism of driving the inhabitants of a border area to get involved into border governing voluntarily.Meanwhile,the garrison culture contains institutional factors of border governing mechanism which can be learned,assimilated and applied.Given this background,it is of great significance to dig extensively and deeply the garrison culture in border areas,to use it creatively in border governing.At present,for serving border governing,it is desperately needed to collect,organize,refine and disseminate the unnoticeable traditional cultures that are favorable to stabilization,development and prosperity of bordering areas.
