摘 要:"碳达峰、碳中和"战略目标,事关构建人类命运共同体和人与自然生命共同体,对我国加快生态文明建设和实现高质量发展具有重要战略意义。能源领域是实现"双碳"目标的主战场。近期,我国能源转型遇到了电力、煤炭供应紧张等因素冲击,亟需研究适合我国国情的能源转型路径。本研究通过对全球能源现状及转型路径的分析,结合我国能源禀赋和基础,研究统筹兼顾"清洁用能"和"能源供需平衡"。提出在能源供给侧打造多元化、有韧性的低碳能源供给体系;在能源需求侧打造高效、清洁的能源消费体系,最终构建以新能源为主体,基于碳捕捉的化石能源为保障的的低碳、安全、高效的能源格局。The strategic goal of “carbon-peak and carbon-neutralization” is the core to the construction of a community with a shared future for mankind and nature.It is of great significance for China to accelerate the construction of ecological civilization and accomplish high-quality development.The energy is the key factor to achieve the goal of “Double Carbon”.Currently,China’s energy transition has been shocked by power and coal supply shortages.The analysis of the solutions to a more stable energy transition with Chinese characteristics is to be a particular urgency.Based on the study of the world current energy situation and transition modes,particularly China’s energy resource and consumption,the essay is to analyze “clean energy consumption” and “energy supply & demand balance” comprehensively.It proposes to build a diversified and resilient low-carbon energy supply system on the energy supply side;and an efficient and clean energy consumption system on the energy demand side.It concludes that it is necessary and feasible to build a low-carbon,safe and efficient energy supply and consumption system.In the system,the new energy keeps the main resource,while fossil energy base on the Carbon dioxide Capture Utilization and Storage(CCUS) technique as the supplementary.
