摘　　要：将高质量发展、政绩考评、群众参与度融为一体,作为新时代政府绩效评价的价值工具,隐含着需求至上的内在逻辑,体现"以人民为中心"的发展思想。基于需求理论诠释政绩考评,首先,质量是满足需求的一组属性,高质量发展旨在不断满足人民日益增长的物质和文化需求;其次,政绩考评的灵魂指向政绩观,民心是最大的政治和政绩,政绩考评的动力源于满足人民的需求;最后,增强政绩考评的群众参与度,其目的在于不断提升群众的获得感、幸福感、安全感。"需求理论"表明,驱动高质量发展的政绩考评,出发点和落脚点在于充分反映群众感受、体现群众评价。As a value orientation for government performance evaluation in the new era,integrating high-quality development,performance evaluation and the degree of mass participation implies the inner logic of the suprema-cy of demand and embodies the people-centered philosophy of development.To interprete performance evaluation based on the demand theory,firstly,quality is a set of attributes that meet demands.High-quality development means that development aims to continuously meet the increasing material and cultural needs of people.Second-ly,the soul of performance evaluation points to the view of political performance.The people’s support is the greatest politics and political achievement,and the motivation of performance evaluation comes from meeting the needs of people.Finally,only by enhancing the degree of mass participation can effectively enhance people’s sense of fulfillment,happiness and security.The demand theory shows that the starting point and objective of performance evaluation that drives high-quality development is to fully reflect the feelings and evaluation of the masses.
