成渝城市群高校R&D知识溢出与区域创新能力研究  

The R&D Knowledge Overflow and Regional Innovation Ability of the Universities in City Group of Chengdu-Chongqing Area

摘　　要：以成渝城市群高校R&D知识溢出为研究对象,从科研投入中的教学与科研人员投入、研究与发展人员投入,科研产出中的专著、学术论文、技术转让合同数及转让收入等方面出发,考察高校R&D知识溢出现状,并对各类高校R&D知识溢出变量与区域创新能力的均衡关系进行研究。结果发现:成渝城市群高校R&D知识溢出增速较为平缓,在研究与发展人员投入、科研经费投入方面与京津冀地区、长三角地区高校差距较大,而在科研产出方面增速明显,与京津冀地区、长三角地区高校的差距在逐步缩小,但科研成果转化能力不足。协整分析结果表明:成渝城市群区域创新能力的提升有赖于研究与发展人员投入、技术转让合同数的增长,且研究与发展人员投入对区域创新能力的影响力相对更大,而其他间接科研成果对区域创新能力的促进作用不明显;误差修正项系数表明,当区域创新能力短期波动偏离长期均衡时,教学与科研人员、研究与发展人员、技术转让合同将分别以显著不同的调整力度从非均衡状态拉回到均衡状态。Taking the R&D knowledge spillover of universities in City Group of Chengdu-Chongqing Area as the research object,this paper analyzes the present situation of R&D knowledge spillover in universities with the research input in teaching,research personnel input,R&D personnel input,research output monograph,academic paper,number of technology transfer contract and transfer income,and studies the equilibrium relationship between the variables of R&D knowledge spillover and regional innovation capability.Result shows that the growth rate of R&D knowledge spillover of universities in City Group of Chengdu-Chongqing Area is relatively gentle,and the gap between the research and development personnel input and the research funding input is larger than that of the university of Beijing-Tianjin-Hebei region and yangtze River Delta region.The growth rate in scientific research output is obvious,and the gap with the universities of Beijing-Tianjin-Hebei region and the Yangtze River Delta Region is gradually narrowing,but the transformation capacity of scientific research achievements is insufficient.And the influence of research and development personnel's input on regional innovation ability is relatively greater,while other indirect scientific research achievements have no obvious effect on regional innovation ability.And the error correction factor shows that when the short-term fluctuation of regional innovation ability deviates from the long-term equilibrium,the adjustment of teaching and research personnel,research and development personnel and technology transfer contracts will be pulled back from the equilibrium state to the equilibrium state with different percent respectively.
