生态文明语境下劣势产业有序退出的内在逻辑、机制与路径研究——以怀化为例

摘　　要：劣势产业的退出是优化产业结构和节能减耗高效发展的现实所需,是不断走向高质量发展和绿色化发展的目标所驱,也正是生态文明建设的内在要求。本文运用“结构—行动”理论深度剖析劣势产业有序退出的内在逻辑,旨在构建劣势产业有序退出机制,进而有针对性地提出劣势产业退出的有效路径,有利于经济高质量发展。Thewithdrawal of disadvantaged industries is the practical need of optimizing industrial structure and saving energy and reducing consumption and efficient development.It is driven by the goal of continuous high-quality and green development.It is also the internal requirement of the construction of ecological civilization.This paper probes into the internal logic of the orderly exit of disadvantaged industries by using the“structure-action”theory,in order to construct the orderly exit mechanism of disadvantaged industries and to put forward effective pathwaysfor the exit of disadvantaged industries.
