摘  要:行政体制改革是文化和旅游高质量发展的重要推动力。本轮党和国家机构改革构建了文化和旅游工作的新体制、新格局,将旅游业纳入国家战略,促进了文化产品供给与市场需求的有效衔接。在对文化和旅游行政管理体制沿革和地方改革实践进行梳理的基础上,分析文化和旅游融合体制机制创新的行政逻辑,指出融合过程中可能面临的困难和问题,提出机构合并推动产业层面上的深度融合的发展路径。本轮机构改革的主要目的是更好地发挥政府的作用,但新的文化和旅游机构成立之后并不自动产生生产力,需要在新的组织变迁的基础上,调整组织行为,优化权力资源配置,发挥政策、权力的溢出效应和叠加效应,通过政府的有效作为,实现市场、企业、资源与政府的有效对接,促进在产品、市场层面上的深度融合,有效提升文化和旅游产业效能。Administrative system reform is an important driving force for the high-quality development of culture and tourism.The new round of Party(the Communist Party of China)and state institutional reform has built a new working system and pattern for culture and tourism,with tourism being incorporated into the national strategy,which promoted the effective connection between the supply of cultural products and market demand.On the basis of reviewing the evolution of the administrative system of culture and tourism and local reform practice,this paper analyzes the administrative logic of the innovation of cultural tourism integration system and mechanism,then points out the possible difficulties and problems in the integration process,and puts forward the development path of institutional merger to promote deep integration at the industrial level.The main purpose of this institutional reform is to give better play to the role of the government.However,automatic productivity gains are not reached by the establishment of new culture and tourism institutions.Based on new organizational changes,the government is required to take effective measures to adjust organizational behavior,optimize the allocation of power resources and to give full play to the spillover and superposition effects of policies and power,so as to realize the effective connection between the market,enterprises,resources and the government,to encourage the in-depth integration at the product and market levels,and to improve the efficiency of culture and tourism industry.
