摘 要:党的十九大报告提出“构建政府、企业、社会和公众共同参与的环境治理体系”。农业面源污染具有双重公共物品属性,污染物来源具有多样性,治理过程复杂,参与治理主体多元,农业面源污染治理仍面临一系列挑战。需要探索构建技术与经济耦合、政府与市场共同作用、各类主体之间合作共治的农业面源污染多元共管共治体系,需要加强农业面源污染治理技术创新与推广应用,要针对农业面源污染的特点、污染物性质以及不同治理环节设计全要素、全环节的政府支持政策,要进一步推进制度创新,完善农业面源污染治理市场机制。The Report of the 19th National Congress of the Communist Party of China has proposed to“build an environmental governance system involving the government,enterprises,society and the public”.Agricultural non-point source pollution has the attributes of dual public goods,diverse sources of pollutants,complexity of governance process,and multiple governance agents.Thus,the treatment of agricultural non-point source pollution still faces a series of challenges.It is necessary to explore the construction of a multi-agent cooperation and co-governance system for agricultural non-point source pollution which can integrate technology with economy,the joint role of the government and the market as well as the cooperation and co-governance among various agents.It is necessary to strengthen the innovation,promotion and application of the control technology for agricultural non-point source pollution.It is also necessary to design a full-factorial and full-link government support policy in accordance with the characteristics of agricultural non-point source pollution,the nature of pollutants,and different governance links to further promote the institutional innovation and improve the market mechanism for agricultural non-point source pollution control.
