家禽养殖家庭农场自然风险管理策略分析——以农业保险为视角

摘　　要：文章以参加农业保险的家禽养殖家庭农场为研究对象,通过业务数据统计分析、灾害事故概率分析、投保成本收益分析、受益典型案例分析等发现,家禽养殖家庭农场投保的肉用仔鹅、种(蛋)鸡、肉(蛋)鸭受灾率分别为7.1%、7.0%、3.7%;非传染性疾病、传染性疾病、其他自然灾害和其他原因等4种自然致灾因子导致的家禽损失数量占损失总量比重分别为46.1%、22.2%、1.8%和29.9%;每种因子致损家禽数量占投保总数比重(风险发生率)分别为2.92%、1.41%、0.11%、1.89%,自然风险发生概率为6.33%。疫病(包括传染性和非传染性)是家禽养殖家庭农场养殖环节遇到的最大风险因素,发生概率为4.33%,占风险事故总量68.3%。同时,探讨了家禽养殖农场保险实践中的潜在道德风险,提出了加强自然风险防范和管理的对策建议。The study was conducted on poultry breeding family farms with agriculture insurance through statistical analysis of business data,probability analysis of disaster accidents,and it was found that the disaster rate of meet geese,breeding/laying hens,meat/laying ducks insured by family farms was 7.1 %,7.0 %,and 3.7%,respectively.The proportion of poultry losses caused by four natural hazards(non-infectious diseases,infectious diseases,other natural disasters,other reasons) was 46.1%,22.2%,1.8% and 29.9%,respectively.The percentages of poultry damaged by four natural hazards in the total number of insureds(risk incidence) was 2.92%,1.41%,0.11%,1.89%,respectively.The total risk incidence of four natural hazards was6.33%.Among them,diseases(including non-infectious and infectious diseases) were the biggest risk factor occurring in family farms,with a probability of 4.33%,accounting for 68.3% of the total risk incidents.At the same time,the potential moral hazard in the insurance practice of poultry breeding family farms was discussed,and countermeasures and suggestions to strengthen the prevention and management of natural risks were put forward.
