论“十五五”期区域经济发展新视角——兼论多规划期接续实现第二个百年目标聚光点

摘　　要：面对即远即近即将到来的“十五五”规划期,区域以“明天即是未来的大思维”,着眼于未来,清晰总结“十四五”前期时段取得的新成就的成因与经验,正确评估中后期时段实现的目标任务;针对出现或可能产生的问题,以研究、思考与理论指导“实践假想”的新视角,遵循接续平衡发展规律,牢固把握历史性新机遇、精准锚定新奋斗方向、科学谋划发展新定位;科学研判“十五五”接续发展主要指向,确立本域由新视角决定的切实可行与落地落实的经济运行主要聚光点,实现“十五五”及后多个规划期共同接续完成第二个百年远景发展目标。Facing the forthcoming"15th Five-Year Plan"period,regions follow"the big thought of tomorrow is future"and focus their attention on the future,summarize clearly the causes and experiences of new achievements obtained in the first half of"the 14th Five-Year Plan",and evaluate correctly the targets and tasks;aiming at existed or possible problems,from the new perspective of research,thinking and theory's guiding to"practice guess",follow the consecutive balanced development rules,firmly grasp the historical opportunities,accurately anchor the new struggle direction,and scientifically plan the new position of development;study and judge scientifically the main direction of consecutive development of"the 15th Five-Year Plan",establish the focuses of workable and achievable economic operation in this field determined by the new perspectives,and realize the second hundred year's long-run development targets which will be consecutively finished by both"the 15th Five-Year Plan"and several plan periods after it.
