摘　　要：基于工作分解结构针对建设项目资金“何时花”、“值不值”的问题,从建设项目业主角度进行分析探讨,提出清单列项应体现实施顺序,依工程进度增加部位层级结构;清单表述应体现实施效果,依业主功能、质量等需求,增设清单词典,以期建立更具时序性、针对性、功能性、全面性的清单计价体系。Based on the work breakdown structure,this paper analyzes and discusses the problem of“when”and“worth”of the project funds.From the perspective of construction project owners,proposes the list items should reflect the implementation order,increases the position hierarchy according to project progress,the list expression should reflect the implementation effect,according to the owner’s function,quality needs,adds decomposition structure dictionary,in order to establish a more sequential,targeted,functional and comprehensive inventory valuation system.
