摘　　要：明确了基于"双碳"目标背景下加强我国中小型造纸企业环保管理的必要性,并从环保能力、机制建设、环保资金、绿色技术创新等方面,对企业在绿色发展中的新挑战进行了探讨,从节能技术改造、加强数字化管理、打造专业化平台、突出特色化转型、推进集群化发展等方面提出提升中小型造纸企业环保管理效能的路径。The necessity of strengthening environmental protection management of China’s small-and medium-sized paper making enterprises under the goal of“Double Carbon”was clarified. And the new challenges of enterprises in green development were discussed from the aspects of environmental protection ability,mechanism construction,environmental protection funds and green technology innovation,etc.The method of enhancing environmental management efficiency of small-and medium-sized paper making enterprises was proposed from the aspects of energy-saving technological transformation,strengthening digital management,creation of professional platform,highlights of specialization transformation and promotion of cluster development.
