云南省乡村绿化状况分析评价及建议

摘　　要：2020年云南省林业和草原局组织开展全省乡村绿化状况调查。文中对乡村绿化取得的成效进行总结,对不同行政村、行政区、及不同类型行政村的村庄绿化覆盖率进行统计分析,对村庄绿化特点进行评价。结果表明,云南省村庄绿化覆盖整体水平较高,但各地差异较大,村庄内部绿化覆盖水平普遍偏低,绿色底子好,开发潜质佳,乡村绿化受多因素影响,具有不稳定性。分析评价认为,乡村绿化尚存在着缺乏扶持资金,缺乏科学规划,群众自觉参与意愿不强等问题。藉此,提出全面部署乡村绿化美化任务、科学编制“十四五”林草发展规划、加大资金和政策扶持、激发群众的积极性主动性、建立乡村绿化状况常态化监测机制等建议。Based on the investigation of the rural greening status in Yunnan Province in 2020,this paper summarized the achievements of rural greening,statistically analyzed the greening coverage of different administrative regions and administrative villages,and evaluated the characteristics of village greening.The results showed that the overall greening coverage of village in Yunnan was high,but varied wildly among different regions.The inner greening coverage of village was generally low but with good green foundation and development potential.Rural greening was unstable and affected by many factors.The analysis and evaluation found that there were some problems in rural greening,such as lack of support funds and scientific planning,and weak willingness of the masses to consciously participate.Therefore,this paper suggested to comprehensively deploy the task of rural greening and beautification,scientifically compile the 14th Five-Year Plan for the forest and grass development,increase funds and policy support,stimulate the enthusiasm and initiative of the masses,and establish a normalized monitoring mechanism for rural greening.
