摘 要:多式联运是一项复杂的系统工程,对单一城市而言,多式联运系统规划需要统筹考虑区域与自身要素,并符合国家的顶层设计。本文以张家港为例,在城市层面探讨多式联运系统规划的路径和方法。首先,分析了多式联运系统规划应重点关注的五个基本发展要素,即联运枢纽、联运通道、技术装备、信息平台和制度政策。其次,根据张家港的物流供需特征和发展条件限制,提出其多式联运系统建设的目标定位和发展模式。在此基础上,针对五个基本发展要素,分别详细阐述了规划完善的对策措施。Multimodal transport is a complex systematic project. For a single city, the planning of multimodal transport system needs to consider regional and own factors as a whole, and conform to the top-level design of the whole country. Taking Zhangjiagang as an example, this paper discusses the route and method of multimodal transport system planning at the city level. Firstly, five basic development elements that should be paid attention to in multimodal transport system planning are analyzed, includeing intermodal transport hub, intermodal transport channel, technology and equipment, information platform and institutional policy.Secondly, it puts forward the targets and development models in the multimodal transport constructions,according to the logistics characteristics and development conditions of Zhangjiagang. Based on these, aiming at the five basic elements, this paper elaborates the planning countermeasures respectively.
