摘　　要：全球经贸一体化与区域经贸一体化是当今世界经贸发展的两大潮流,是国际经贸一体化在两个不同层面上的发展形式。全球经贸一体化以多边贸易体制为基础,而多边贸易体制的主要表现形式是世界贸易组织(WTO)。WTO现已取得了重大成就,其在促进贸易发展、维护规则权威方面发挥了巨大的作用。中国加入WTO是国家改革开放的里程碑之一,为中国经济和社会发展做出了不可替代的贡献。与此同时,区域经贸一体化的发展速度尤其惊人,目前绝大多数国家都是不同区域经贸一体化组织的成员。在诸多的区域自由贸易协定中,以高标准著称的CPTPP是目前最受世人瞩目的区域贸易安排之一。在WTO目前陷入改革困局的情况下,CPTPP客观上成为当今国际经贸规则改革和发展的风向标。中国理应尽早争取加入CPTPP。中国参与全球经贸体制治理改革将对中国进一步融入世界和构建人类命运共同体具有更明确和有价值的政策导向意义。The integration of global economy and trade and the integration of regional economy and trade are the two trends of the development of the world economy and trade,and the development forms of the integration of international economy and trade at two different levels.Global economic and trade integration is based on multilateral trade system,and the main form of multilateral trade system is the World Trade Organization (WTO).The WTO has made great achievements in promoting trade and upholding the authority of its rules.China’s accession to the WTO is one of the milestones of China’s reform and opening-up and has made irreplaceable contributions to China’s economic and social development.At the same time,the development speed of regional economic and trade integration is particularly amazing.At present,the vast majority of countries in the world are members of different regional economic and trade integration organizations.Among many regional free trade agreements,CPTPP,which is famous for its high standards,is one of the most eye-catching regional trade arrangements.Under the circumstance that WTO is trapped in the reform dilemma,CPTPP has objectively become the vane of the reform and development of international economic and trade rules.As an important member of the WTO and the world’s largest trading nation,China should strive to join the CPTPP as soon as possible.China’s participation in the reform of global economic and trade system governance will have clearer and more valuable policy guiding significance for China’s further integration into the world and the building of a community with a shared future for mankind.
