摘　　要：近几年国际经济形势更加复杂,中国遭遇"百年变局",经济正处于新旧增长动力转换的时期,外贸高质量发展必须基于"双循环"新发展格局,对发展理念、思路和对策进行调整。中国应当坚持基于"数量"增长的"量""质"并行的理念;更加重视关键技术攻关,争取突破发达国家高科技壁垒,构建法治化、便利化和国际化的营商环境,保证外贸高质量可持续发展。中美"脱钩"风险不断扩大,中国应当着力推行更高水平市场化改革和全方位对外开放,推动商品贸易与服务贸易及其进出口更加平衡、外贸区域更加均衡、市场更加多元化;应当与更多国家建立更加紧密的经贸关系,通过推行人民币国际化抑制美元霸权地位,推动行业组织积极参与制定国际标准,以增强中国在全球治理中的话语权,更好地维护中国在对外经济交往中的利益。In recent years,the international economic situation has become more complex than before.China’s economy is in a period of transformation between the old and the new growth impetuses.The high-quality development of foreign trade requires new ideas and countermeasures.China should adhere to the concept of“quantity”and“quality”parallel based on“quantity”growth,pay more attention to key technology,strive to break through the high-tech barriers of developed countries,and ensure high-quality and sustainable development of foreign trade.The risk of“decoupling”is expanding between China and the United States.China should strive to implement a higher level of market-oriented reform and open to the outside world in an all-round way,so as to promote a more balanced trade in goods and services,import and export,a more balanced foreign trade region,and a more diversified external market.China should establish better closer economic and trade relations with more countries,inhibit the hegemony of the US dollar by promoting the internationalization of RMB,and promote industry organizations to actively participate in the formulation of international standards,in order to enhance China’s discourse right in global governance and better safeguard China’s interests in foreign economic and trade.
