摘 要:基于脱钩理论,选取工业增加值与单位工业增加值以及SO;、NO;、烟粉尘排放量作为评价指标,构建脱钩系数和滞后一期脱钩系数相结合的综合脱钩指数,对四川省21个市(州)2012—2018年单位工业增加值与污染排放水平之间的脱钩状态和实际减排绩效进行研究并对比分析,最后提出针对性的减排建议。结果显示,综合脱钩指数分析结果与减排绩效实证研究结果相吻合,内江市仍处于相对脱钩状态,工业废气减排绩效较低;凉山州为衰退脱钩,工业废气减排绩效低,存在工业衰退风险;其余市(州)为强脱钩,阿坝州、攀枝花市、凉山州、内江市等需大幅降低单位工业增加值污染排放量,并加强污染物协同减排。On the basis of the decoupling theory, this paper developed a comprehensive decoupling index which integrated the decoupling coefficient and the newly introduced one-year lagged decoupling coefficient.The value added of the industrial enterprises(VAI) and SO;,NO;and dust emission per VAI were selected as the evaluation indicators in the index construction.This paper then studied:(1)the decoupling status of VAI and emissions;(2)and the performance of industrial emission reduction in 21 cities(prefectures) of Sichuan Province from 2012 to 2018.After the results of these two studies were compared, the targeted emission reduction proposal were proposed.The comparison analysis showed that:(1)the result of comprehensive decoupling index analysis was consistent with that of the empirical research on emission reduction performance;(2)Neijiang City was still in a state of relative decoupling in which the emission reduction of industrial waste gas was rated relatively low in performance;(3)Liangshan Prefecture was in recessive decoupling, a state in which the emission reduction of industrial waste gas was rated low in performance and industrial recession was threatening;(4)other cities(prefectures) had been completely decoupled.In conclusion, Aba Prefecture, Panzhihua City, Liangshan Prefecture and Neijiang City need to significantly lower its emission per VAI and enhance the synergy in emission reduction.
