市域社会治理现代化背景下应急服务机制研究——以X市公安110非警务警情分流为研究起点

摘　　要：非警务警情、无效警情过多是公安110目前遇到的最大困境,其根本原因是公共应急服务体系的缺失,这一弊端的存在,阻碍了市域社会治理现代化的进程。可以通过加强理论研究,重塑110受理范围的判断标准,完善公安机关职责权限内的联动机制和构建市域政府主导型应急服务体系等路径进行改革和创新。Many non-police and ineffective police situations are the biggest difficulties encountered by public security 110 at present.The fundamental reason is the lack of public emergency service system.The existence of this drawback hinders the process of the modernization of municipal social governance.Reform and innovation can be conducted by strengthening theoretical research,reshaping the judgment standard of the 110 acceptance scope,improving the linkage mechanism within the responsibilities and authority of the public security organs and building the leading emergency service system of the municipal government.
