公务用枪管理中谈心谈话制度实效性研究

摘　　要：公务用枪管理中的谈话谈心制度对于及时发现问题,消除苗头隐患,保证用枪安全有着至关重要的作用。在实际工作中,由于日常业务工作带来的压力、谈话双方地位不对等、谈话模板和提纲过于制式化以及对谈话谈心制度执行情况的检查监督不到位等原因,导致谈心谈话制度实效性受到很大影响。公安机关应当通过优化工作模式和完善监督机制宏观上增强谈心谈话制度的实效性,各配枪单位负责人应当在开展谈心谈话过程中适当运用谈话技巧,切实做到以人为本,促进谈心谈话有效开展,进一步保证用枪安全。The system of heart-to-heart talk in the management of official guns plays a vital role in discovering problems in time,eliminating hidden dangers,and ensuring the safety of gun use.However,in actual work,due to the pressure caused by daily business work,the unequal status of the two parties in the conversation,the over-standardization of the conversation template and outline,and the inadequate inspection and supervision of the implementation of the conversation system,the effectiveness of the conversation system has been very affected.The public security organs should enhance the effectiveness of the heart-to-heart talk system by optimizing the work mode and improving the supervision mechanism.The person in charge of each gun-distributing unit should appropriately use the talking skills in the process of heart-to-heart talk,and be truly people-oriented,promote the effective development of heart-to-heart talk,and further ensure the safety of guns.
