摘　　要：目的以山东省为例,对乡镇卫生院基本公共卫生服务项目进行综合评价,为进一步提高乡镇卫生院基本公共卫生服务项目实施质量提供参考。方法采用分层抽样法,共抽取27个乡镇卫生院,采用熵权TOPSIS法对样本乡镇卫生院进行基本公共卫生服务项目综合评价,并利用聚类、方差分析方法对综合评价结果进行深层次分析。结果高血压管理率权重最高,达26.74%,预防接种建档率指标权重最低,为0.05%;淄博市的Y2乡镇卫生院熵权TOPSIS评价结果排序最高,潍坊市的Y16乡镇卫生院排序最低;乡镇卫生院基本公共卫生服务项目发展水平分为三档,其中一档6所,二档8所,三档13所;综合评价结果与地区经济发展水平、乡镇卫生院卫生资源的差异无统计学意义。结论山东省各地区乡镇卫生院基本公共卫生服务项目发展不平衡,同一地区存在明显的两极分化;经济欠发达地区亦有能力做好基本公共卫生服务项目工作;应加强基本公共卫生服务项目的综合评价和考核管理,实现乡镇卫生院基本公共卫生服务的均衡协调发展。Objective Taking Shandong province as an example, to comprehensively evaluate the basic public health service projects in township hospitals, so as to provide a reference for further improving the implementation quality of basic public health service projects in township hospitals.Methods A total of 27 township health centers were chosen by stratified sampling method.Entropy weight TOPSIS method was used to conduct a comprehensive evaluation of basic public health service items in the sample township health centers.Cluster and variance analysis was used to conduct in-depth analysis of the comprehensive evaluation results.Results The weight of hypertension management rate was the highest, reaching 26.74%,and the weight of vaccination registration rate was the lowest, reaching 0.05%.Entropy TOPSIS evaluation results of Y2 township hospitals in Zibo were ranked the highest, while the entropy TOPSIS evaluation results of Y16 township hospitals in Weifang were ranked the lowest.The development level of basic municipal health service projects in township hospitals is divided into three levels, among which there are 6 in the first level, 8 in the second level and 13 in the third level.There was no significant difference between the results of a comprehensive evaluation and the level of regional economic development and the health resources of township hospitals.Conclusion The development of basic public health service items in township hospitals in Shandong province is unbalanced.Economically underdeveloped areas are allowed to do a good job in basic public health services;The comprehensive evaluation and assessment management of basic public health services should be strengthened to realize the balanced and coordinated development of basic public health services in township hospitals.
