城乡公共服务一体化水平演进分析——以苏州为例

摘　　要：苏州作为城乡一体化综合配套改革四大试点之一,为率先基本实现城乡公共服务一体化改革提供了丰富经验。文章通过城乡公共服务发展水平和城乡公共服务协调水平,构建了12项评价指标,对苏州2012—2019年城乡公共服务一体化发展水平进行评价。研究发现:苏州近8年城乡公共服务一体化呈现相对平稳的上升型演化趋势,且苏州城乡公共服务一体化总体水平已达到中度一体化的阶段。根据所得结论,从多方面对苏州发展城乡公共服务一体化提出建议。As one of the four pilot projects of comprehensive reform of urban and rural integration,Suzhou City provides rich experience for the first basic realization of urban and rural public service integration reform.Through the development level of urban and rural public services and the coordination level of urban and rural public services,this paper constructs 12 evaluation indexes to evaluate the development level of urban and rural public service integration in Suzhou City from 2012 to 2019.It is found that the urban-rural public service integration in Suzhou City has shown a relatively stable upward trend in the past eight years,and the overall level of urban-rural public service integration in Suzhou City has reached the stage of moderate integration.According to the conclusions,suggestions are put forward for the development of urban and rural public service integration in Suzhou City from various aspects.
