新城乡空间重构与城乡融合发展

摘　　要：中国已进入以城市社会为主体的新发展阶段,但城乡发展不平衡的矛盾依然突出。“乡村振兴战略”提出城乡融合发展,在城乡要素合理配置、基本公共服务、基础设施融合发展等方面解决体制机制上的问题,这对克服当前城乡发展不平等具有重要意义。可运用空间社会学的新视角,结合“城市问题”和新城乡空间现象,在总结城乡空间研究新取向的基础上,分析中国城市空间扩张与城乡融合发展的空间困境。相关问题体现在城市空间扩展方面,土地城镇化快于人口城镇化;城乡空间结构方面,城乡二元空间问题突出,空间结构关系失调;城乡空间关系方面,城乡居民分化明显,存在空间隔离现象。应通过城乡空间结构关系调整与重构,促进城乡融合发展。具体包括变革城乡空间结构,使其由分割走向融合;激活城乡空间要素,使其从单向流动到双向自由流动;消除城乡空间界限,促进城乡居民平等化;加强城乡空间治理,确立空间新秩序。China has entered a new stage with urban society as the main body.However,the uneven development between city and countryside is still prominent.“Rural Revitalization Strategy”puts forward the integrated development of city and countryside,and solves the problems of system and mechanism in the rational allocation of urban and rural resources,basic public services and integrated development of infrastructure,which is of great significance to overcoming the inequality of urban and rural development.Based on a summary of the new orientation of urban-rural spatial research,the new perspective of spatial sociology can be applied to analyze the spatial dilemmas of urban spatial expansion and urban-rural integration development in China in the context of the“urban problem”and the new urban-rural spatial phenomenon.In terms of urban spatial expansion,the urbanization of land is faster than the urbanization of population;in terms of urban-rural spatial structure,the problem of urban-rural duality is prominent and the spatial structure is out of balance;in terms of urban-rural spatial relations,urban-rural residents are clearly divided and there is spatial segregation.The spatial structure of urban and rural areas should be adjusted and reconstructed to promote the integrated development of urban and rural areas.This includes transforming the urban-rural spatial structure from division to integration,activating urban-rural spatial elements from one-way flow to two-way free flow,eliminating urban-rural spatial boundaries and promoting the equality of urban-rural residents,and strengthening urban-rural spatial governance to establish a new spatial order.
